Historic Budget for I/DD Community Passed!

The new California state budget for fiscal year 2022 features an unprecedented level of funding to support the intellectual and developmental disability community. The budget includes a plan for matching federal funds, amounting to an additional phase in of $2 billion that will be invested into our state Department of Developmental Services. The phasing in plan covers a five-year rollout with an emphasis on quality outcomes for individuals enrolled in California’s system.

A budget surplus, leadership from the legislature, approval from the governor, and efforts from community advocates and supporters, such as our families, has culminated in this unprecedented level of funding designed to protect the health, safety and well-being of Californians with disabilities.

What this means for Devereux California and fellow in-state providers is:

  • Closing the reimbursement rate gap between payment for services identified in the 2017 Rate Study versus what the services actually cost;
  • Enhancing the cultural competency and dissolving language access barriers;
  • Providing for regular alternative services, such as remote services and an end to in-person meetings;
  • Instituting and benefitting from a new Direct Support Professional workforce training and certification program.

Specifically, this budget windfall invests a total of $2 billion into provider rates for most of our services over the next five years by increasing the budget annually, with the first increase beginning on April 22, 2022. Subsequent years will have incremental rate increases leading to the highest rate in the fifth year.

I am very excited about the outcome of this budget, and look forward to beginning the actual analysis of the impact on our organization. We will keep you updated as we learn more. In the meantime, I want to thank all of you for your support and advocacy efforts on behalf of our individuals!

Our adults and staff gathered outside of the Administration Building for food and games in recognition of the Fourth of July. Executive Director Amy Evans held the event as a way to celebrate both the freedoms found in our country and the halt to shelter-in-place orders from the California governor's office.

Adults enjoyed a hamburger barbeque with all the fixings, as well as games on the lawn during a beautiful summer day!

We would like to, once again, thank the Santa Barbara Foundation, Senior Programs for their outstanding support of our seniors! With a recent grant, our seniors are now able to enjoy a number of sensory tools and specialized equipment for gaining mobility awareness, relaxation, and improving muscle coordination. In addition, we were able to match the Santa Barbara Foundation grant with a gift from Julie Schwartz earmarked for a Bluetooth massage chair to be located at the Weisman center on our Goleta campus. All seniors on our campus and in our Supported Living homes will benefit from these combined resources! Thank you!
