Amy Evans, MA, LMFT, LPCC

Executive Director

A Licensed Marriage & Family Therapist and a Licensed Professional Clinical Counselor, Amy has been in the field since 1987 working with children and adults throughout multiple systems (child welfare, mental health, education and adult services.) Amy has worked in Public Mental Health Settings, had her own Private Practice for a number of years and has been with Devereux in a variety of different positions for over 26 years. Amy actively participates in a number of statewide organizations advocating for better laws and services for the individuals we serve. She is the current chair for the Vendor Advisory Committee for the Tri Counties Regional Center. Amy holds a Bachelor’s Degree from the University of California at Santa Barbara and a Master’s degree from Antioch University.

Veronica Arenas-Soto, SPHR, SHRM-SCP

Human Resources Director 

Veronica is the Human Resources Director and has worked at Devereux for 17 years.  Through out the past 17 years she has held various roles within the HR department until becoming the head of the HR department in 2009.  Veronica obtained a certification as Professional in Human Resources Management from the University of California in Santa Barbara in 2002, is certified as Senior Professional in Human Resources (SPHR) through the Human Resources Certification Institute and recently became certified as SHRM-SCP by the National Society for Human Resources Management. 

Jennifer Pascoe

Director of Finance and Support Services 

Jennifer is the Director of Finance for Devereux California. She is responsible for the overall financial management of the center as well as Facilities management and providing oversight of the Information Technology function.  Jennifer has been with Devereux since 1996 and has held a variety of positions within the finance and facility’s department. In addition she is also the Center’s HIPAA Security Officer and has a bachelor's degree in Business Management.  

Moraima (Mory) Alvarez, MA, LMFT

Quality Management Manager 

Moraima (Mory) is the Quality Management Manager for Devereux California. She has been in this role since 1997 but has worked at Devereux since 1975 (40 years). In addition, Mory is the Senior Investigator and the Safety, Privacy and Incident Command Officer.  Mory has a Bachelor’s degree in Music Therapy, Master’s Degree in Clinical Psychology, Licensed Family Therapist and certified as Community Emergency Response Team.   

Rebecca Popke, MA, LMFT

Admissions and Marketing Manager 

Rebecca is the Admissions and Marketing Manager for Devereux CA. Rebecca has a Master’s Degree in Clinical Psychology and is also a licensed Marriage and Family Therapist. Rebecca began working for Devereux as a direct care staff as a college student. Throughout her time at Devereux

she has also been a Program Administrator of adult residential facilities and Supported Living Services.  Her skills in program leadership coupled with her experience as a therapist has helped Rebecca support families and placement agencies as they go through the admission process.   

Cassi Noel, MS

Manager of External Affairs 

Cassi is the Manager of External Affairs for Devereux CA. Her role in Development requires her active involvement in the community, strong networking relationships, and skills in building excitement within others to reach a common goal.  Cassi supports Devereux CA individuals through maintaining and creating an active Advisory Board, providing volunteer opportunities, and building relationships with local businesses, Devereux CA families, and the local community.  Cassi holds a Master’s Degree in Allied Health Science (Public Health) from the University of Texas and a Bachelor’s Degree in Foods & Nutrition from Texas Christian University. 

Megan Plumlee

Somerset Program Administrator 

Megan is the Program Administrator for the Devereux Somerset Program. Megan has a bachelor’s in Behavioral Science with a double major in Psychology. She started working for Devereux California in August 2013 as a Direct Support Professional in the Adult Day Program. Megan also worked in Supportive Living Services as a Program Coordinator prior to taking her current position.  Megan’s previous experience in the Military has allowed her to develop skills that are essential to working in a fast pace and teamwork environment. Her ability to work with individuals with challenging behaviors has been beneficial to her position.  

Jennifer Farley

Mark Villa and Casa Feliz Program Administrator 

Jennifer Farley is the Program Administrator for Casa Feliz and Mark Villa adult residential programs.  Jennifer has been with Devereux California since 2008.  She has been in the position of Program Administrator and Case Manager for the past 3 years and previously was a Program Coordinator in the Supported Living Program.    

Amy West, MPA

Supported Living Program Administrator 

Amy West is the Program Administrator for Supported and Independent Living Services. She has a Master’s degree in public administration and eighteen years of experience with Devereux California. She has been in the position of Program Administrator for five years and previously was a Case Manager and a Direct Support Professional. Her skills in program leadership coupled with her experience as a direct support staff has helped Amy to better support her staff as well as the individuals we serve. 

Marina Ross

Adult Day Program (ADP) Administrator 

Marina Ross is the Program Administrator for Devereux California’s Adult Day Program. Marina was born and educated in Santa Barbara and worked in leadership roles within the field of Human Services for over 35 years before joining the Devereux California Team in August 2011. As Program Administrator for ADP she oversees both the prevocational skills based Day Treatment Activity Center (DTAC) and the Community Skills Development Program (CSDP) which is focused on serving the needs of individuals with more intensive behavioral and/or communication challenges. Both DTAC and CSDP have grown and thrived under Marina’s leadership. 

Saundra J Anderson

Weisman Program Administrator 

Saundra J. Anderson is the Program Supervisor of Weisman (RCFE) Facility. She has 27 years of experience working with adults and children with developmental disabilities. During her time at Devereux Saundra has also worked in the Adult Day Program from 2007-2015 and in the Children’s Program from 2002 – 2006. Saundra holds a Bachelor’s of Science in Health Care Administration with a Concentration in Long-Term Care and a Certificate of Completion in Applied Behavior Analysis. 

Sherry Davis, MA

Clinical Case Manager 

Sherry Davis received her BA in Developmental and Experimental Psychology from UC Santa Barbara in 1980. She began her career at St. Vincent’s, as a Direct Care staff working with children with I/DD. She was quickly promoted to a leadership position, and worked at St. Vincent’s for 10 years. Subsequently, she worked for Paul Cooney and Associates (in conjunction with TCRC), where she recruited and trained community members to participate in an Adult Foster program. She then worked at Hinchee House (recruiter), and Hillside House (Program Director). In 1997, she received her MA in Clinical Psychology from Antioch University.  Shortly thereafter, she joined the Devereux team and is currently the Clinical Case Manager for Mark Villa and Weisman Center. 

Jill Frandsen, MA, LMFT

Clinical Case Manager

Jill Frandsen is the Clinical Case Manager for residents at Mark Villa and Casa Feliz Adult residential programs. She first worked at Devereux Advanced Behavioral Health in the Children’s program while she completed her Bachelor’s Degree at the University of California at Santa Barbara. Jill has been with Devereux in a variety of different positions over the span of her career. She returned to Devereux as an additional Clinical Case Manager after completing her Master’s degree in Clinical Psychology and obtaining her license as a Marriage & Family Therapist. Jill’s depth of training includes: Trauma Focused CBT, DBT, and Motivational Interviewing, and she is a certified Clairvoyant Energy Healer and Flower Essence Practitioner. Jill produces flower essence sprays, organic skin salves and jewelry.

Dr. Gary Engle, BCBA

Psychologist 

Dr. Gary Engle has been a licensed psychologist for over 24 years, and a Board Certified Behavior Analyst for over 5 years. After graduating from Santa Barbara High School, he attended Santa Barbara City College and then UC Santa Barbara, where he earned a BA in Experimental Psychology. He then attended Pepperdine University where he earned an MA in Psychology. He later attended United States International University (now Alliant International University) where he earned a Ph.D. in Psychology, with a Specialization in Psychology of Chemical Dependence. While in school, Dr. Engle worked as a substance counselor for 4 years. He completed an extended 5 year post-doctorate internship at Santa Barbara County Mental Health. Dr. Engle later worked in a variety of agencies, including private clinics and solo private practice. In the 1990’s, Dr. Engle worked for Devereux for 5 years  initially as a Residential Counselor, then Clinical Case Manager and Psychologist. After returning to Devereux in 2005, Dr. Engle has worked at Devereux for the past 10 years as a Clinical Case Manager, Psychologist, and Behavior Analyst. He received his Behavior Analyst training through the Florida Institute of Technology, and performed his Behavior Analyst traineeship while working at Devereux. Dr. Engle’s primary specialty is providing psychological and behavioral services to individuals with moderate to severe psychiatric and/or developmental challenges.
