Carol Oliver, M.S.
Carol Oliver is Devereux Pennsylvania’s State Director. Before becoming part of the Devereux family in 1983, she served as a junior high school teacher for ten years, teaching English and reading in Northeast, Pennsylvania. During her career as a teacher, Carol had similar experiences to those of Ms. Devereux—spending one to one time with selected students who were integrated in the classroom, but were challenged by a myriad of disabilities. This piqued her interest in working with people with disabilities, prompting her to seek a different career path. Upon visiting a friend who worked at Devereux, she became inspired by Devereux’s mission. Carol felt comfortable at Devereux, with its culture and strong sense of family.
In 1983, Carol joined Pennsylvania Adult Services (formerly the Whitlock Center) as the Executive Director. During her career at Adult Services, she oversaw the expansion of the community program from its original seven community group homes—for adults with intellectual and developmental disabilities—to over 40 homes today. During her career at Adult Services, Carol was instrumental in winning the first Americans with Disabilities Act lawsuit, fighting for the rights of people with disabilities to live in their own communities. Despite the stress of that daunting task, Carol never wavered. The outcome was exhilarating—Devereux won its appeal to move five young men into their own homes within the local community. She says it was one the most significant accomplishments of her career.
Due to Carol's unique relationship with the individuals and staff, as well as her outstanding management abilities, Devereux selected her to lead Devereux Pennsylvania in a new position as Pennsylvania's State Director. In her newest role, Carol oversees Devereux's Services for children and adults at all of our Pennsylvania locations, including our new Devereux Community Services Division located in Wayne, PA.
Carol serves as a board member to both PAR (Pennsylvania Association of Resources) and local organization, Moving Organizations toward Excellence (MAX).
